KDOC and Department of Justice Sign Agreement
Effective today, the Kansas Department of Corrections and the U.S. Department of Justice have announced a mutual agreement which will allow for an independent monitor to oversee implementation of the agreement, including site visits to the Topeka Correctional Facility (TCF) to verify reform compliance and the general atmosphere of the facility. In 2014, the Topeka Correctional Facility was found to be in 100% compliance with the federally mandated Prison Rape Elimination Act (PREA), which is designed to protect inmates from rape and sexual misconduct while incarcerated.
“Over the past four years, we’ve been pleased to see the development and reform that has occurred at the Topeka Correctional Facility. While individuals are sentenced to prison as punishment for crimes, the sentencing is the punishment, not the conditions of their confinement,” said Secretary Ray Roberts. “TCF has developed a culture of collaboration with zero tolerance for sexual misconduct and safety for its inmates. We appreciate our partnership with the U.S. Department of Justice on this agreement.”
“At TCF, we have a dedicated team who has improved our security operations to protect the women incarcerated at our facility,” said TCF Warden Hope Cooper. “Through increased gender responsivity, strategic planning, and enhanced physical plant upgrades, TCF has achieved a 100% compliance with PREA standards during 2014. We look forward to working with the monitor to further demonstrate the reforms at TCF.”
