- Effective today, the Kansas Department of Corrections and the U.S. Department of Justice have announced a mutual agreement which will allow for an independent monitor to oversee implementation of the agreement, including site visits to the Topeka Correctional Facility (TCF) to verify reform compliance and the general atmosphere of the facility.
