Cost Study of Youth Residential Centers for Juvenile Offenders Released

The Kansas Department of Corrections (KDOC) today released its legislatively mandated report on Youth Residential Center II (YRCII) costs and services. Other than secure juvenile correctional facilities, YRCII placements constitute the largest youth programming expense in the KDOC budget. The cost study is now available online.


The Kansas Legislature, through Senate Substitute for House Bill 2588, passed a package of juvenile justice improvements during the 2014 legislative session. In part, this bill required a study of the costs and services provided by YRCIIs for the juvenile justice population with results reported to the Legislature by January 15, 2015.
