Joel Hrabe Named Warden of Norton Correctional Facility

Kansas Department of Corrections (KDOC) Secretary Joe Norwood announced today that Joel Hrabe has been named warden of the Norton Correctional Facility (NCF).

Having served as deputy warden at NCF since 2004, Hrabe replaces Jay L. Shelton, who announced his retirement in October. Shelton, who officially retired on Dec. 1, had served as warden at NCF since 1992, the year Hrabe joined the staff of the all-male medium/minimum security facility as a corrections counselor.

“Joel’s experience and knowledge of the Norton facility will allow for a smooth transition and provide excellent leadership to the facility,” Sec. Norwood said.

Hrabe and his wife, a school teacher, have two adult sons. He is originally from northwest Kansas. He attended Kansas State University, where he earned a Bachelor of Science degree in Criminal Justice. He served in law enforcement prior to joining the staff at NCF.

“My appreciation for the tremendous efforts of staff each and every day has grown over the past 25 years, and I have great respect for those who work in Corrections,” Hrabe said. “I stand committed to providing a safe and secure facility for inmates, staff, and the public.”
