    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p style="text-align: left; ">The Wichita Work Release Facility (WWRF), a satellite unit of the Winfield Correctional Facility, is an all-male, minimum-custody state prison located in Wichita in south-central Kansas. The capacity is 250 minimum-custody male residents.  The purpose of the work release program is to prepare selected residents for release and to assist them in making a successful transition from the institutional environment back into free society. Work release offers a unique opportunity to realize correctional objectives while permitting the participants to leave confinement and work in the community under close supervision and structure.</p>
<p style="text-align: left; ">Participating residents must maintain full-time employment in the community. From their wages, the residents must pay a room and board fee, transportation expenses, court costs, restitution, dependent support and other outstanding debts. They also must accumulate savings prior to release from custody. At the same time, participants are responsible for their own medical and dental expenses and maintenance of their room as well as general use areas of the facility.</p>

<p style="text-align: center; "><strong>Warden Paul Snyder</strong></p>
<p>Paul Snyder was named warden for Winfield Correctional Facility in November 2018 after having served as warden at El Dorado Correctional Facility (EDCF) since April 2018.</p>
<p>Snyder, who previously served as deputy warden at Winfield Correctional Facility, began his career with the KDOC in 1993 as a corrections officer at EDCF. Snyder, who also worked at Ellsworth Correctional Facility, rose steadily through the ranks to become a corrections supervisor, a unit team manager and then deputy warden in 2010. He first served as EDCF’s deputy warden of programs before transitioning into the position of deputy warden of support services. He then was named the deputy warden at the Wichita Work Release Facility before becoming the deputy warden at Winfield Correctional Facility in 2016.</p>
<p>Snyder earned his associate’s degree in administrative justice from Butler County Community College and a bachelor’s degree in human resources and organizational leadership from Rasmussen College.</p>

<p><b><i>Other Programs</i></b></p>
<p style="text-align: justify; ">Inmates also can participate in <em>Reaching Out from Within</em>, al self-help program for inmates who are committed to change and to giving back to the community.</p>
<p style="text-align: justify; ">Reaching Out From Within is a Kansas City-based non-profit organization founded in 1982 by violence prevention advocate and author SuEllen Fried. The program is dedicated to providing programs that prevent violence in our community. By breaking the cycle of violence, participants become contributing members of their families and society. Incarcerated men and women lead meetings using a curriculum written by offenders that teaches life skills and encourages them to make positive changes in their lives.</p>
<p style="text-align: justify; ">The WCF program began in 1994. Meetings, which are open to every inmate in the facility, are held two nights each week. During the meetings, inmates work with various materials and reference books that help in their quest to learn new ways to meet life's challenges and change their behavior. Select program participants, who have met special criteria, routinely speak to students and other groups in their community about choices and consequences.</p>
<p style="text-align: justify; ">Giving back to society in a meaningful way is one of the core beliefs of the program. The group gives back to society by supporting charities.</p>

<td>Winfield Pre-Release Center opened on the grounds of the Winfield State Hospital, providing primarily pre-release programming services. The population capacity was 141 inmates.</td>
</tr>

<td><strong>1989</strong></td>
<td>Having expanded both in terms of size and facility mission, the name of the facility was changed to Winfield Correctional Facility. The population capacity was 290 inmates.</td>
</tr>
<tr>
<td><strong>1996</strong></td>
<td>Winfield State Hospital closed. As a result, Winfield Correctional Facility absorbed many buildings and the infrastructure and support units from the hospital. During the transition, an additional dorm was added, increasing the capacity to 522 inmates. In September, the administrations of Winfield Correctional Facility and  Wichita Work Release Facility were combined.</td>

<td><strong>1998</strong></td>
<td>A therapeutic community substance abuse treatment program was implemented.</td>
</tr>
<tr>
<td><strong>2000</strong></td>
<td>InnerChange Freedom Initiative (IFI), a 12-18 month, values-based pre-release program, began operation in March with the capacity to serve 158 inmates.</td>
</tr>
<tr>
<td><strong>2002</strong></td>
<td>In June, IFI was transferred from Winfield to Ellsworth Correctional Facility.</td>
</tr>
<tr>
<td><strong>2003</strong></td>
<td>The therapeutic community program was closed effective January 31, 2003.</td>
</tr>
<tr>
<td><strong>2004</strong></td>
<td>The population capacity was increased to 556 inmates.</td>
</tr>
<tr>
<td><strong>2007</strong></td>
<td>Due to renovations, the capacity decreased to 554 inmates.</td>
</tr>
<tr>
<td><strong>2009</strong></td>
<td>Due to budget constraints, B Unit was closed in early 2009, reducing the capacity to 378.  It was re-opened in June 2009, bringing the capacity back to 554 inmates.</td>
</tr>
<tr>
<td><strong>2010</strong></td>
<td>Pioneer Balloon opened a private industry onsite, employing up to 12 inmates at minimum wage jobs.</td>
</tr>
<tr>
<td><strong>2011</strong></td>
<td>WCF contracts with the Cowley County Jail to house up to 50 inmates in response to population increases within the KDOC.</td>
</tr>
<tr>
<td><strong>2013</strong></td>
<td>The Cowley County Jail contract ended.</td>

    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>Winfield Correctional Facility's (WCF) capacity is 554 minimum-security adult male residents. Capacity at Wichita Work Release Facility (WWRF) is 250 adult male residents.</p>
<p>WCF is located in Cowley County in south central Kansas. The facility is located on the north side of the city of Winfield at the site of the former Winfield State Hospital and Training Center.</p>
<p>WCF serves a re-entry function designed to provide a smooth transition from an institutional setting to the community for residents expected to be paroled in the near future. </p>
<p>Wichita Work Release Facility, in Wichita, provides selected residents the opportunity for community reintegration prior to their actual release from custody. Residents are housed in the highly structured residential setting and are expected to become gainfully employed on a full-time basis in the community.</p>
<p>As with other facilities under the management of the Secretary of Corrections, education, health services and food services are provided through contracts with private vendors. </p>

If either Christmas Day or the Fourth of July holiday falls on a Saturday or a Sunday, or other day where a facility has regularly scheduled visitation, the holiday will be incorporated within the regular visitation schedule and an additional visitation day will NOT be scheduled.</p>
<p style="text-align: justify; ">Resident visitation will NOT be provided on the following state holidays, unless the holiday falls on a Saturday or Sunday, or other day where the facility has regularly scheduled visitation:  New Year’s Day, Martin Luther King, Jr. Day, Labor Day, Veterans Day and the day after Thanksgiving.</p>

<p align="center"><strong>Warden Hazel M. Peterson<br /></strong></p>
<p>Warden Peterson began her career with the Kansas Department of Corrections in November of 1992 when she was hired to work in the kitchen at the Norton Correctional Facility. She remained in food service until May of 1996 when she was selected to serve as a Corrections Counselor I. After serving as a Corrections Counselor I for two years, she was promoted to Corrections Counselor II in May of 1998 and later became a Corrections Manager I in May of 2004. In October of 2010, she was promoted to Corrections Manager II. On February 25, 2018, she was selected to serve as the facility's Deputy Warden and served in this capacity until assuming her new role as Warden in October of 2019. </p>
<p>Hazel has valuable experience in the development and delivery of cognitive services and programming and has been selected to assist and lead many statewide initiatives aligning with classification processes, re-entry, and cognitive-based programming. She attended Barton County Community College, completed the Kansas Department of Corrections Leadership Academy, and has nearly 30 years of experience in the field of Corrections. </p>
