<h3 style="text-align: center; ">Mentoring is a key component to reduce recidivism in Kansas.</h3>

<p style="text-align: justify; "><img alt="M4S logo" class="image-left" src="mentoring-images/Picture1.png/@@images/image/thumb" />This community-based statewide initiative delivers mentoring services to help offenders safely and successfully return to communities. Nearly 4,700 offenders leave prison each year and many need help finding employment/housing, getting connected to services/treatment and reuniting safely with neighborhoods/families. Mentors support the work of correctional case workers and service/treatment providers by assisting offenders in reaching their reentry plan goals. Mentors are also instrumental in helping offenders establish a life of pro-social activities and meaningful engagement within their communities. </p>
<p style="text-align: justify; ">Our goal is to ensure that every offender leaving prison has the opportunity to work with a mentor. Guided by community service organizations working closely with the Department of Corrections, mentors are trained and matched to offenders six to 12 months prior to an offender's release from prison. Services are also continually monitored and evaluated to ensure the most effective mentoring practices are used.</p>

<p>Paul Snyder was named warden for Winfield Correctional Facility in November 2018 after having served as warden at El Dorado Correctional Facility (EDCF) since April 2018.</p>
<p>Snyder, who previously served as deputy warden at Winfield Correctional Facility, began his career with the KDOC in 1993 as a corrections officer at EDCF. Snyder, who also worked at Ellsworth Correctional Facility, rose steadily through the ranks to become a corrections supervisor, a unit team manager and then deputy warden in 2010. He first served as EDCF’s deputy warden of programs before transitioning into the position of deputy warden of support services. He then was named the deputy warden at the Wichita Work Release Facility before becoming the deputy warden at Winfield Correctional Facility in 2016.</p>
<p>Snyder earned his associate’s degree in administrative justice from Butler County Community College and a bachelor’s degree in human resources and organizational leadership from Rasmussen College.</p>

<p><b><i>Other Programs</i></b></p>
<p style="text-align: justify; ">Inmates also can participate in <em>Reaching Out from Within</em>, al self-help program for inmates who are committed to change and to giving back to the community.</p>
<p style="text-align: justify; ">Reaching Out From Within is a Kansas City-based non-profit organization founded in 1982 by violence prevention advocate and author SuEllen Fried. The program is dedicated to providing programs that prevent violence in our community. By breaking the cycle of violence, participants become contributing members of their families and society. Incarcerated men and women lead meetings using a curriculum written by offenders that teaches life skills and encourages them to make positive changes in their lives.</p>
<p style="text-align: justify; ">The WCF program began in 1994. Meetings, which are open to every inmate in the facility, are held two nights each week. During the meetings, inmates work with various materials and reference books that help in their quest to learn new ways to meet life's challenges and change their behavior. Select program participants, who have met special criteria, routinely speak to students and other groups in their community about choices and consequences.</p>
<p style="text-align: justify; ">Giving back to society in a meaningful way is one of the core beliefs of the program. The group gives back to society by supporting charities.</p>

    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>Winfield Correctional Facility's (WCF) capacity is 554 minimum-security adult male residents. Capacity at Wichita Work Release Facility (WWRF) is 250 adult male residents.</p>
<p>WCF is located in Cowley County in south central Kansas. The facility is located on the north side of the city of Winfield at the site of the former Winfield State Hospital and Training Center.</p>
<p>WCF serves a re-entry function designed to provide a smooth transition from an institutional setting to the community for residents expected to be paroled in the near future. </p>
<p>Wichita Work Release Facility, in Wichita, provides selected residents the opportunity for community reintegration prior to their actual release from custody. Residents are housed in the highly structured residential setting and are expected to become gainfully employed on a full-time basis in the community.</p>
<p>As with other facilities under the management of the Secretary of Corrections, education, health services and food services are provided through contracts with private vendors. </p>

<p align="center"><strong>Warden Hazel M. Peterson<br /></strong></p>
<p>Warden Peterson began her career with the Kansas Department of Corrections in November of 1992 when she was hired to work in the kitchen at the Norton Correctional Facility. She remained in food service until May of 1996 when she was selected to serve as a Corrections Counselor I. After serving as a Corrections Counselor I for two years, she was promoted to Corrections Counselor II in May of 1998 and later became a Corrections Manager I in May of 2004. In October of 2010, she was promoted to Corrections Manager II. On February 25, 2018, she was selected to serve as the facility's Deputy Warden and served in this capacity until assuming her new role as Warden in October of 2019. </p>
<p>Hazel has valuable experience in the development and delivery of cognitive services and programming and has been selected to assist and lead many statewide initiatives aligning with classification processes, re-entry, and cognitive-based programming. She attended Barton County Community College, completed the Kansas Department of Corrections Leadership Academy, and has nearly 30 years of experience in the field of Corrections. </p>

    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>Norton Correctional Facility (NCF) opened in the buildings of the former Norton State Hospital in 1987. In 1988, NCF’s East Unit opened in the converted farm implement dealership building located in Stockton. </p>
<p>NCF’s East Unit at Stockton was closed in April 2009 due to budget reductions. Operations resumed at the Stockton site in September 2010 to aid in relieving overcrowding within the Kansas Department of Corrections (KDOC).</p>

Capacity at the main-custody compound was 707 adult male inmates, with 539 medium-security beds and 168 minimum-security beds. NCF’s satellite unit at Stockton’s had a capacity of 128 minimum-security beds.</p>
<p>As with other facilities under the management of the Secretary of Corrections, education, health services and food services are provided through contracts with private vendors. </p>

    <description>The following are programs and services available at Norton Correctional Facility:

    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p style="text-align: justify; "><br />As with other facilities under the management of the Secretary of Corrections, education, health services and food services are provided through contracts with private vendors. </p>
<p style="text-align: justify; ">NCF currently has Vocational Education programs including Building Maintenance, Carpentry, and Medium Vocations [manufacturing skills], available.  Staff from Colby Community College and through Greenbush offer Academic Education classes to residents that include reading, writing, science, and math.  Learned skills are applied to testing for their GED.</p>
<p style="text-align: justify; ">Residents also gain employment skills and a strong work ethic through participation in community service work, and NCF's prison-based and non-prison based private industries programs including Wilkens at Stockton, KS.</p>
<p style="text-align: justify; ">NCF also offers resident programs which include physical and Behavioral Health services, and resident self-help programs such as Alcoholics and Narcotics Anonymous. </p>
<p style="text-align: justify; ">RADAC is also a program offered at NCF for minimum and medium custody offenders.  RADAC is a Substance Abuse Program.   This 39 session Cognitive Behavioral Interventions for Substance Abuse is a curriculum designed for individuals who are moderate to high need in the area of substance abuse.  The class is taught by RADAC Staff.  This class relies on a cognitive-behavioral approach to teach participants strategies for avoiding substance abuse.  There are six modules that consist of Motivational Engagement, Cognitive Restructuring, Emotional Regulation, Social Skills, Program Solving, and Relapse Prevention.</p>
<p style="text-align: justify; ">NCF's Behavioral Health Department provides individual and group therapy for residents including therapy groups covering such areas as anger management, dialectical behavior therapy, Fundamental Lessons in Psychology, lifestyle change, relationships, and a parenting group.</p>
<p style="text-align: justify; ">In addition, NCF partners with a community organization through the <a class="internal-link" href="dog-programs">Second Chance Homeless Pet Society </a>to provide basic dog obedience training and grooming for dogs that are placed up for adoption upon completion of the program.</p>
