The coalition includes multiple businesses, chambers of commerce, colleges, non-profits, members of the faith community and other partners. By providing market certification and college courses for in-demand occupations, the Career Campus will train incarcerated students for new, worthwhile careers, while helping employers better meet their critical workforce needs.

Research shows increased employment in livable wage jobs can reduce recidivism by half. Thriving, contributing citizens lead to increased public safety and community well-being. However, KDOC lacks the space in our correctional facilities to implement a broad range of career-technical education, college courses and programming that supports success in education and employment readiness.

The first phase of this project is a 776 square foot modular classroom and small group space is located next to the minimum-security unit at Lansing Correctional Facility. The classroom was funded by Terry Dunn and donated by Donnelly College, a private university in the Kansas City, Kansas area. Donnelly has successfully operated college programs close to 20 years at Lansing.

Working with our college and career education partners, KDOC will be able to expand career-relevant training opportunities. The new education spaces will advance the concepts of how to use the best techniques, equipment and training to prepare incarcerated individuals for the workforce and success after release.

This incredible partnership between Ellsworth Correctional Facility, Barton Community College, and Central Office Educational staff will provide an opportunity for residents to not only utilize computers during class and for their homework, but will enable residents to complete assignments in their own living area, mirroring the opportunities provided to traditional students within the community.
    An amazing groundbreaking day took place at the Ellsworth Correctional Facility! For the very first time ever in the Kansas Department of Corrections, 19 residents at ECF were issued laptop computers for their personal use in their college classes! This incredible partnership between Ellsworth Correctional Facility, Barton Community College, and Central Office Educational staff will provide an opportunity for residents to not only utilize computers during class and for their homework, but will enable residents to complete assignments in their own living area, mirroring the opportunities provided to traditional students within the community. Once residents have completed their BCC classes, the goal is to be able to participate in college classes through other colleges, allowing them to earn higher educational opportunities, including bachelor’s degrees while incarcerated.
    To ensure the safety of all, this pilot program is utilizing a proprietary version of laptop that has disabled external ports and capabilities, with locked down operating systems, specifically designed for use in correctional environments. The internet being used exclusively for this program monitors all traffic through secure servers and vetted vendors. This will ensure access only to approved educational sites.
    Thank you to the entire team that have worked so hard to make this dream a reality! From Central Office Educational staff who worked hard to secure funding from legislature, to Ellsworth Correctional Facility staff who will be monitoring the use of the laptops by the residents, and to Barton Community College will be guiding this incredible pilot program. Monday is Veterans Day. It is vitally important to remember why we have this federal holiday to honor those who have served in the military, including many of our staff members. Beginning at the end of World War I in 1919, we, as Americans, commemorate our veterans by honoring their service every November 11th. This federal holiday was initially established to pay tribute to the ones who served during World War I, today, Veterans Day honors all military veterans, including those still alive, in contrast to Memorial Day, which remembers those who passed away while serving. Those who serve in the military, say they’re not in it for the money but for the virtues of honor, duty, sacrifice, and service to our country. In many ways, such virtues make up the backbone of who we are as a country. We have many veterans in our workforce and are grateful for each one. So, as we enjoy a 3-day weekend, let us remember the fallen veterans as well as those who have served and those who are currently serving. Thank you to each of our veterans for their service to our country. And thank you to all of you for your service to our great state of Kansas.

            ]]>             No publisher David Thompson 2024-11-11T14:00:00Z News Item             KDOC History https://www.doc.ks.gov/newsroom/kdoc-history Our roots at KDOC are as old as our State, dating to the 1860’s with the establishment of the Lansing State Penitentiary. And really, our corrections roots are much older, with incarceration as a form of criminal punishment becoming wide-spread in the United States just before the American Revolution, and penal incarceration efforts in England dating to the early 1500’s with prisons in the form of dungeons existing since long before then.

            That beginning was followed by different waves of change in the U.S., bringing new mechanisms such as parole, probation and indeterminate sentencing into mainstream penal practice. Equally rooted in our history is the American favor of the concept of reform and rehabilitation of offenders to become law-abiding citizens. This dates to the post-colonial days of our nation.

            In more recent history, in 1973 the Kansas Legislature re-codified our purpose, which in part says “… apply this act and acts of which it is amendatory or supplemental liberally to rehabilitate, train, treat, educate and prepare persons convicted of felony in this state for entry or reentry into the social and economic system of the community….” This law remains in effect to this day. In addition, we now benefit from over four decades of scientific research defining the key principles to reducing crime, principles that align with this statutory purpose.

In Part 1, we hear how developing a working relationship with the contract vendor, Centurion Health, has enabled more positive ideas that turned into positive outcomes. Many health problems that plague our world outside the fences, plague our world inside the fences at an even greater rate; increasing demand for healthcare services for cancer patients, substance abuse, and care for the elderly are common issues within state correctional facilities. We admit we are not perfect in addressing these problems, but healthcare within the Kansas Department of Corrections is doing a lot with what is given to us.

             

            In looking at the healthcare provided for residents within KDOC, we offer you the first of a three-part series looking at ways KDOC is addressing these issues. This week, we hear how developing a working relationship with the contract partner, Centurion of Kansas LLC, has enabled positive ideas to be turned into positive outcomes.

            Community Programs for Juvenile Justice Grants

            In FY2024 the Kansas Department of Corrections announced the release of a grant application to help support communities in providing services to youth. The target population for the grant focused on that are at-risk for juvenile offenders and their families, juveniles experiencing behavioral health crisis and their families and children who have been administered a risk and needs assessment and have been identified as needing services pursuant to K.S.A. 38-2292 (Youth identified as CINC - Child In Need of Care).

            Juvenile Detention Center Behavioral Health Services Funding

            In 2023, the Kansas Legislature passed HB2021 which included provisions for the Kansas Department of Corrections (KDOC) to ensure that while in detention, juveniles receive the following:

            • A standardized risk and needs assessment within 72 hours of admission.

            • An updated or completed case plan within 48 hours of assessment completion.

            • Access to behavioral health services.

            This funding opportunity is a collaborative effort between KDOC and Juvenile Detention Centers to implement the above provisions focusing specifically on the development or enhancement of behavioral health services available to youth detained in a Juvenile Detention Center (JDC).
