    <description>Do inmates have access to a telephone?
</description>
    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p><br />Yes. Inmates are permitted telephone privileges to place collect or prepaid telephone calls. Inmates cannot receive calls.</p>
<p class="ARBodyText">Inmates have access to coinless telephones at various times throughout the day during yard periods. Each living unit also has specified periods when inmates are allowed to make phone calls during the evening hours. Inmates may establish a telephone list of up to twenty individual phone numbers that they wish to call. They may add or delete numbers on this list only during their 120-day review. Inmate phones, with the exception of conversations with attorneys, are subject to monitoring.</p>
<p><strong>How do I establish an account to telephone an inmate?<br /></strong>The process begins with the inmate who must submit a form at the correctional facility with the numbers the inmate would like to call. The inmate must submit the following information:</p>
<ol><ol>
<li>
<div class="ARBodyText">The area code and telephone number;</div>
</li>
<li>
<div class="ARBodyText">The complete name of the person to be called;</div>
</li>
<li>
<div class="ARBodyText">The complete address of the person to be called; and,</div>
</li>
<li>
<div class="ARBodyText">The relationship of the person to be called to the inmate.</div>
</li>
</ol></ol>
<p class="ARBodyText"><br />Every new number must be verified and activated before the inmate is allowed to call. Numbers with missing information will not be entered into the telephone calling service computer system.</p>
<p class="ARBodyText">Friends and family may establish accounts by contacting the inmate telephone service provider, ICS Corrections, Inc., to establish a pre-paid account at 1-<span>888-506-8407 </span><span>or accounts may be set up online at no cost at </span><a href="http://www.icscorrections.com/">ICS Corrections, Inc.</a></p>
<p class="ARBodyText"><span>Inmates cannot call cell phones unless a pre-paid account is established. This may be done by the family by calling ICS at </span><span>1-</span><span>888-506-8407 </span><span>to set up a pre-paid collect account for their cell phone. Please call </span><span>1-</span><span>888-506-8407 </span><span>for other phone questions (i.e., accidental blocks, etc.,).</span></p>
<p class="ARBodyText">Chain dialing, 3-way calling, call forwarding, and/or dialing extra digits is not permitted.</p>
<p><strong>Can I provide a calling card?<br /></strong>No. Calling cards are not part of the contract with the inmate telephone service provider.</p>
<p><strong>How can I reach an inmate in an emergency?<br /></strong>In the event of a verifiable emergency, such as a serious illness or death in the family, you may call the facility. During regular business hours, you will be forwarded to the inmate counselor’s office where you can relay the emergency message, and the counselor will speak with the inmate. After hours or on weekends and holidays, verified emergencies will be passed on to the inmate at the earliest possible time.</p>
<p><strong>How do I get my telephone number removed from an inmate’s call list?<br /></strong>Please contact the correctional facility where the inmate is currently housed and report that you would like your number removed. If you are receiving threatening calls from an inmate, please contact the correctional facility and report the calls.</p>
<p><strong>Can I be on an inmate’s call or visiting list if I once worked for the KDOC?<br /></strong>Former employees, former volunteers and former contract workers cannot be added to an inmate’s phone or visiting list within two years of the severance of the individual’s relationship with a correctional facility. Approval of visits after two years is at the discretion of the Warden.</p>

    <description>19 residents of Topeka Correctional Facility recently enjoyed an offsite visit with their children or grandchildren at the Kansas Childrens Discovery Center in Topeka. The Center is an educational playground for all aged children. TCF has partnered with KCDC as they host these offsite visits 6 times a year for minimum custody level residents who also must pass a Parenting Class.</description>

The program has partnered with TCF since 2018. This program is open for six visits per year where children of incarcerated mothers/grandmothers can explore in an educational playground setting. The Kansas Department of Corrections is grateful for organizations like the Kansas Childrens Discovery Center who also believe in second chance opportunities while helping children of incarcerated parents.</span></p>

<p align="left">Over the past few decades, the United States has witnessed a significant increase in the prison population on both the federal and state level. The State of Kansas is no exception. Since 1995, the average daily population in our prisons has increased by roughly 2,000 inmates. The vast majority of these inmates will be released from prison at some point and without adequate services to assist in successfully reintegrating into society many offenders are likely to re-offend. The Kansas Department of Corrections takes a proactive approach to preparing offenders for release into the community in order to increase their chances of living the remainder of their lives crime-free. Beginning in our correctional facilities, we thoroughly assess each inmate's needs in terms of treatment, education and vocational training, and develop case plans to ensure that inmates receive the programming they need while incarcerated. We begin preparing inmates for release more than a year in advance by working with facility case managers, parole officers and offenders' families. Additionally, the Department has implemented comprehensive community programs to provide high-risk offenders with the treatment, housing, employment and supervision they need to maintain a crime-free lifestyle.</p>
<p align="left">In collaboration with other state agencies and community groups, the Kansas Department of Corrections has made tremendous gains in creating a state-wide framework for successful community reintegration for offenders. Looking to the future, the Department has established seven major goals to build upon our accomplishments. They are:</p>

<div align="left">Increase offenders’ abilities and motivations to practice responsible crime-free behaviors through correctional management consistent with the research driven principles of effective intervention.</div>
</li>
<li>
<div align="left">Improve the safety and security of correctional facilities by incorporating the principles of effective risk management.</div>
</li>
<li>
<div align="left">Manage offenders in the community using risk reduction strategies that assist them in acquiring pro-social behaviors and ultimately achieve successful reintegration.</div>
</li>
<li>
<div align="left">Recruit and retain the quality workforce needed to provide effective services.</div>
</li>
<li>
<div align="left">Become a Department in which we all function as a single team.</div>
</li>
<li>
<div align="left">Manage accurate, timely and complete information.</div>
</li>
<li>
<div align="left">Serve as a liaison and service provider for crime victims.</div>
</li>
</ol>
<p align="left">The Department's Fiscal Year 2009 Strategic Action Plan includes goals, objectives and strategies designed to improve our ability to manage offenders safely and effectively. This includes increasing programming capacity, improving the speed and accuracy of information-sharing, expanding services for victims and families, and building community partnerships. Our Strategic Action Plan serves to further our vision of "A Safer Kansas Through Effective Correctional Services".</p>
