    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p><br />The El Dorado Correctional Facility (EDCF), Kansas’ newest correctional facility, was constructed as a result of a 1988 class action lawsuit challenging prison conditions. The $58 million facility was originally constructed to house 640 adult male residents with the potential for future expansion of 725 additional beds. In 1995, a 115-bed, medium-custody dormitory was created by modifying an existing industrial building. In 2001, two additional cell houses were activated at the central unit at a cost of $17.5 million. EDCF's Central Unit opened in January 1991.</p>
<p style="text-align: justify; ">Located one mile east of El Dorado on State Highway 54, EDCF is designed to house special management, maximum- and medium-custody residents.  Residents assigned to the Central Unit are usually repeat offenders with a history of violent behavior.</p>
<p style="text-align: justify; ">EDCF's philosophy is that residents are sentenced to incarceration as punishment, not for punishment. During a resident's incarceration, it is our responsibility to increase residents' abilities and motivations to practice responsible, pro-social, crime-free behavior through the provision of programs and services designed to assist with both risk reduction and reentry efforts.</p>
<p style="text-align: justify; ">EDCF houses the most dangerous and recalcitrant residents assigned to long-term involuntary segregation. Also, all male offenders sentenced to the custody of the Secretary of Corrections are received and processed through the EDCF Reception and Diagnostic Unit (RDU). In RDU, residents receive orientation and are assigned to a custody classification, appropriate programs and a permanent housing assignment. The management and activities at EDCF impact the entire corrections system due to the specialized nature of our operation. </p>
<p class="default">As with other facilities under the management of the Secretary of Corrections, education, health services and food services are provided through contracts with private vendors.</p>

    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>The Kansas Department of Corrections will provide notification to victims of the following changes regarding a resident's status.<strong>  Please notify our office either in writing or by telephone each time your name or address changes.  We will not be able to provide notification if we do not have your current contact information</strong>:</p>
<ul>
<li><strong>PUBLIC COMMENT SESSION</strong> - The<strong> </strong><a class="internal-link" href="../prb"><strong>Kansas Prisoner Review Board</strong> </a>holds a parole hearing with a resident one month prior to the resident's parole eligibility date. Initial parole eligibility dates are based upon a resident's sentence length. Subsequent parole eligibility dates are determined by the Board. The Board holds a public comment session one month prior to a resident's parole hearing. Public comment sessions provide victims and other interested parties with the opportunity to present their views regarding the possibility of a resident's parole. The<strong> </strong><a class="internal-link" href="../prb/public-comment-sessions-1"><strong>dates, times and locations</strong> </a>of the public comment sessions will be provided to victims by the Kansas Department of Corrections.</li>
</ul>
<ul>
<li><strong>RELEASE ON PAROLE STATUS</strong> - discretionary release of a resident granted by the Kansas Prisoner Review Board after the resident has served at least the minimum sentence required by law. The offender may be returned to incarceration for violating <a class="internal-link" href="../prb/conditions"><strong>conditions of release.</strong></a></li>
</ul>
<ul>
<li><strong>RELEASE ON CONDITIONAL RELEASE STATUS</strong> - mandatory supervised release established by law that usually occurs when the resident has served one half of the maximum sentence. The offender can be returned to incarceration for violating<strong> <a class="internal-link" href="../prb/conditions">conditions of release</a>.</strong></li>
</ul>
<ul>
<li><strong>RELEASE ON POST-RELEASE STATUS</strong> - mandatory supervised release of a resident who has served the incarceration portion of the sentence under provisions of the Sentencing Guidelines Act or whose sentence was converted to a guidelines sentence. The offender can be returned to incarceration for violating <strong><a class="internal-link" href="../prb/conditions">conditions of release</a>.</strong></li>
</ul>
<ul>
<li><strong>EXPIRATION OF SENTENCE</strong> - release occurring when a resident has served to the maximum sentence date.</li>
</ul>
<ul>
<li><strong>DEATH</strong> - notification of the death of a resident.</li>
</ul>
<ul>
<li><strong>ESCAPE</strong> - an unauthorized absence by a resident from the correctional facility to which the resident is assigned. Notice of an escape will be provided to victims as soon as possible.</li>
</ul>
<ul>
<li><strong>ASSIGNMENT TO A WORK RELEASE PROGRAM</strong> - a resident classified as minimum custody may be assigned to a work release program. The resident is employed in the community but must return to the facility during non-working hours.</li>
</ul>
<ul>
<li><strong>ELIGIBILITY FOR COMMUNITY SERVICE WORK ASSIGNMENT</strong> - a resident classified as minimum custody may be assigned to supervised work crews outside the security perimeter of the facility.</li>
</ul>
<ul>
<li><strong>APPLICATION FOR CLEMENCY</strong> - request from a resident  for sentence modification requiring approval of the Governor.</li>
</ul>
<p></p>
<p>You will need to provide your name and address to the Kansas Department of Corrections and the District/County Attorney's Office, and <a class="mail-link" href="mailto:KDOC_Victim_Witness@ks.gov"><span class="mail-link">update</span></a> that information when your name or address changes.</p>

<p style="text-align: left; "><span>Mentoring 4 Success (M4S) is a statewide community-based initiative.  M4S delivers mentoring services to help residents safely and successfully return to their home communities once their incarceration term is complete. Mentors assist residents with successfully completing community supervision.</span></p>
<p style="text-align: left; ">Many juvenile residents throughout the state of Kansas are actively involved in the juvenile justice system. Many of the residents need help finding employment, enrolling in education, locating resources for mental and behavioral health along with treatment and identifying other community resources. M4S has proven to assist our residents in these areas. Mentors are instrumental in helping residents establish a life of pro-social activities and meaningful engagements within their communities.</p>
<p>Our goal is to ensure that every resident involved in the juvenile justice system can work with a mentor. M4S mentors are trained and matched  to a carefully selected resident based on one year to six month post release and the residents genuine interest of participating in the program and promoting change within themself. M4S matches are regularly monitored and evaluated to ensure the most effective mentoring practices are utilized. Mentors are guided by community service organizations and work closely with the Department of Corrections Juvenile and Adult Community-Based Services.</p>]]></content:encoded>
