Offender Management in Prison

You have probably heard the terms, minimum, medium and maximum security. All inmates who are in prison are classified according to the risk they present to themselves, other inmates, staff and the community, based upon a standard set of objective criteria.

The criteria include:

Length of minimum sentence

Length of time remaining to serve

Criminal behavior involved in the current offense

Past criminal behavior

Escape history

Escape characteristics

Special skills and associates

Institutional adjustment

Behavioral characteristics (suicidal, predatory, etc.)

Special needs (protective custody, segregation, etc.)

Detainers

Also considered, in addition to the above criteria, are such issues as inmate performance in sex offender's treatment, detainers, absconding supervised release, gang involvement, pending disciplinary issues and civil commitment issues.
Presumption of Minimum Custody Status for Selected Condition Violators
If an offender is returned to prison for violating his/her conditions of post release supervision, they will be classified as minimum custody if:

the violation is not a new criminal conviction, and

they were not classified as maximum security or special management prior to their most recent release from prison; and

they are within 90 days of their scheduled release: or

if an exception is made in accordance with KDOC policies.

Kansas Secretary of Corrections Roger Werholtz today announced that the 176 capacity “B” Housing Unit at Winfield Correctional Facility (WCF) will be taken off-line effective March 7, 2009 in an effort to meet budget reductions for the current fiscal year. WCF is a minimum security facility with three housing units, designated “A”, “B” and “C”.

Warden Sam Cline of the Hutchinson Correctional Facility has announced that visitation at the prison’s maximum security Central Unit has been cancelled for this weekend, December 19th and 20^th, due to the number of cases of influenza like illnesses among the inmate population.

In addition, transfers of inmates into and out of the Hutchinson Correctional Facility will be cancelled through next week. All volunteer activities at the prison’s Central Unit are cancelled until further notice. The employee holiday tours originally scheduled for Friday, December 18, 2009 are also cancelled.

These changes in visitation and volunteer programs do not affect the medium custody East Unit or the minimum custody South Unit of the Hutchinson Correctional Facility. These schedule changes are being made in compliance with the infectious disease mitigation response plan which has been developed by the Kansas Department of Corrections in recent months. The situation at the facility will be re-evaluated by the middle of next week to determine if continued changes to operations are warranted.
