History (Central Unit)
1991	EDCF opened in January.
	EDCF was consolidated administratively with the El Dorado Correctional Work Facility and the Toronto Correctional Facility. The 105 bed U-Dorm Unit was put on-line at the El Dorado Correctional Facility.
1998	The first correctional industry building project financed with private funds was erected and donated to the state. The project involved expansion of an existing building.
1999	The Legislature approved construction of two new cellhouses for the purpose of transferring the male RDU function to EDCF.
2001	Construction was completed on two 128-cell living units suitable for single-cell occupancy of maximum-custody inmates or double-cell occupancy of medium-custody inmates. In March, the male RDU function was transferred from Topeka to EDCF.
2002	Century Manufacturing, the private correctional industry at EDCF, expanded its operations at the facility, currently employing up to 107 inmates.
2003	A spiritual life center was approved and built with $1.1 million that was donated for the construction. C Cellhouse was utilized as the third segregation unit.
2006	Pioneer Balloon became a private industry at EDCF
2009	In February, the EDCF East Unit suspended operations and in May, the EDCF North Unit closed.

Prison Rape Elimination Act of 2003 (PREA)

Prevention of Sexual Abuse of Inmates

The Prison Rape Elimination Act (PREA) is a federally mandated law that came into effect on August 20, 2013.

The KDOC is making significant progress toward full PREA compliance in the areas of prevention, detection and response to incidents of sexual abuse and harassment. Responses to reports of sexual abuse have been standardized statewide and goals are in place to close any remaining identified gaps.

With enhancements in quality control, data collection and on-going technical assistance, the KDOC has begun to pinpoint specific areas of focus in order to maximize agency resources and outcomes for PREA.

The Prison Rape Elimination Act (PREA) is a federally mandated law that came into effect on August 20, 2013.

PREA Investigations

Kansas Department of Correction’s policy requires that all PREA allegations are reviewed and assigned for investigation. Enforcement, Apprehensions & Investigations (EAI) Investigators throughout the agency have received specialized training to conduct administrative and criminal investigations regarding allegations of sexual abuse and harassment in confinements. Criminal investigations are referred to appropriate authorities for prosecution.

Possible outcomes of PREA investigations are:
Substantiated:	The allegation was investigated and determined to have occurred.
Unsubstantiated:	The allegation was investigated and there was insufficient evidence to make a final determination as to whether or not the event occurred.
Unfounded:	The allegation was investigated and determined not to have occurred.

Capital Punishment Information

The U.S. Supreme Court struck down the death penalty laws in 40 states, including Kansas, in 1972. After several previous attempts, the 1994 Legislature enacted a death penalty law, which Governor Joan Finney allowed to become law without her signature. The statute took effect on July 1, 1994.
Kansas statute established the death penalty by lethal injection as a sentencing option for offenders 18 years of age and older who are convicted of capital murder (K.S.A. 21-3439).
A number of inmates have been convicted of capital murder but sentenced to life in prison (with a minimum term of 25 years to parole eligibility) instead of death.
Kansas does not have a separate “death row.” Inmates sentenced to death are typically housed in El Dorado Correctional Facility (EDCF), along with other inmates who are in administrative segregation.
Inmate Scott Cheever was sentenced to death for the murder of Greenwood County Sheriff Matt Samuels. Inmate Cheever is held in the Administrative Segregation Unit at Lansing Correctional Facility (LCF) due to the number of friends and family of Sheriff Samuels who are employed at EDCF.
In the event that a female inmate is sentenced to death, she will be held at the Topeka Correctional Facility (TCF), the only facility for female inmates in Kansas.
Inmates managed at EDCF or TCF will be transferred to the Lansing Correctional Facility within a week of the scheduled date of the execution.
The average annual cost of incarceration at the El Dorado Correctional Facility for Fiscal Year 2016 was $25,596.
