<p>The Interstate Compact for Adult Offender Supervision, required by <a class="external-link" href="http://kslegislature.org/li_2012/b2011_12/statute/022_000_0000_chapter/022_041_0000_article/022_041_0010_section/022_041_0010_k/">state</a> and federal laws, is responsible for tracking all supervised offenders coming into and leaving Kansas, parole National Crime Information Center warrant entries and the tracking and extradition of absconders arrested out of state. The number of courtesy supervision cases is virtually an even exchange with other states.  </p>
<div class="Normal"><span class="norm_2">The Interstate Commission oversees the day-to-day oversight of the compact between the states. </span><span class="norm_2">The Commission</span><span class="norm_2"> promulgates rules to achieve the goals of the compact and ensures an opportunity for input and timely notice to victims and to jurisdictions where defined offenders are authorized to travel or to relocate across state lines. <br /><br />The Commission also monitors compliance with the rules governing interstate movement of offenders and initiate interventions to address and correct noncompliance and coordinates training and education regarding regulations of interstate movement of offenders for officials involved in such activity. <br /></span></div>

<h2>Parole Services  </h2>
<p>This division supervises offenders released from Kansas correctional facilities on parole, post-release supervision or conditional release. This division also manages offenders released from other states and who are on probation or parole and for whom Kansas has accepted for Interstate Compact supervision.</p>
<p>In FY 2012, 5,848 offenders were under supervision in Kansas including 4,140 Kansas cases and 1,708 out-of-state compact cases. To assist these offenders with returning to their communities as law-abiding citizens, parole services employs a community-based, case management model.</p>
<p>Kansas is divided into two regions, northern and southern, with parole offices operating in 20 communities. A parole director, who reports to the Deputy Secretary of Community and Field Services, oversees each region.</p>
<p>An offender's level of supervision and case management are determined through the use of classification tools such as the Level of Services Inventory - Revised (LSIR). Classification assessments also assist in determining an offender's programming needs and resource referrals.</p>
<p>During supervision, offenders may encounter reintegration difficulites or lifestyle issues which are addressed through post-release case managment. Common challenges are housing, transportation and substance abuse issues.</p>
<p>When violations of supervision conditions occur, parole officers utilize interventions and make referrals to needed resources. Serious violations that represent public safety risks result in the offender being returned to a correctional facility.</p>
<p>Offenders serving determinate sentences generally serve 90 to 180 days upon revocation, as determined by state statute.</p>
<p>Offenders serving indeterminate sentences serve a period of time that is established by the Kansas <a class="internal-link" href="../../prb/index">Prisoner Review Board</a>.</p>

<p>Andrea Allen was named director of the KDOC's Northern Parole Region in August 2016.</p>
<p>Allen began her service with the State of Kansas in 1998 as a psychiatric security specialist for Kansas' Sexual Predator Treatment Program. Since that time, Allen has served at Topeka Correctional Facility as a corrections counselor, a reentry counselor, a mentoring coordinator, a contract substance abuse provider and most recently as a corrections manager II. In 2015, Allen completed the National Institute of Corrections Leadership Training Program. She also has served on several statewide committees including the Mental Health Task Force and the Corrections Care Coalition.</p>

<p style="padding-left: 30px; ">Eligible employees begin earning leave upon employment. Accrual for full-time employees is based on years of continuous service and hours in pay status.<br /><span>Employees start earning 3.7 hours per biweekly period and accrual rates increase after 5, 10, and 15 years. <br />Accrual is prorated for non-exempt employees who work less than full-time during a given pay period.</span></p>

<p style="padding-left: 30px; ">Eligible employees earn 3.7 hours per biweekly period which can be used for eligible personal and family condition.<br /><span>Accrual is prorated for non-exempt employees who work less than full-time during a given pay period.</span></p>

<p style="padding-left: 30px; "><span>Eligible employees receive 9 paid holidays per year plus a discretion holiday.<br /></span><em>The Governor may designate additional days.</em></p>

<p style="padding-left: 30px; "><em><strong>Funeral Leave: </strong></em> Eligible employees are provided up to 6 days of leave with pay upon the death of a close relative.<br /><em><strong>Shared Leave:</strong></em><span><em><strong> </strong></em> Donated leave for eligible employees to be used for serious, extreme or life threatening conditions of their own or a family member.<br /></span><em><strong>Job Injury Leave:</strong></em><span>  Eligible employees can receive up to 6 months of qualifying job injury leave, upon approval of employing agency.<br /></span><em><strong>Jury Duty Leave:</strong></em><span>  Eligible employees are provided leave with pay for jury duty and many other required court appearances.<br /></span><em><strong>Military Leave:</strong></em><span>  Eligible employees are provided up to 30 days of paid leave for military duty within each 12-month period beginning October 1 and ending September 30 of the following year. <br /><em>Other types of military leave are also available depending on the particular circumstances.</em><br /></span><em><strong>Leave Without Pay: </strong></em><span> Eligible employees are provided time off without pay for special circumstances upon approval of employing agency.<br /></span><span><em><strong>Disaster Leave:</strong></em> </span><span> Employees who qualify as American Red Cross certified disaster service volunteers can be approved for up to 20 days leave for certified disaster volunteer service (Level II or above).<br /></span><strong><em><span>Payment for Unused Sick Leave: </span></em></strong><span><strong><em> </em></strong>Upon retirement, eligible employees receive partial payment for unused sick leave in excess of 800 hours after a minimum of 8 years of service.<br /></span><em><strong><span>Donor Leave:</span></strong></em><span><em><strong>  </strong></em>Eligible employees can receive up to 30 days paid to donate organs, tissue, marrow, or blood.</span></p>
