<p><span>Secretary Jeff Zmuda was appointed by Governor Laura Kelly to lead the Kansas Department of Corrections in 2019. He was sworn in on February 5, 2020.</span></p>
<p>Prior to joining Governor Kelly’s cabinet, Jeff spent nearly 32 years in service to the Idaho Department of Corrections. More than half of that time was spent in leadership roles, as both the organization’s deputy director and chief of prisons. In these roles he coordinated with stakeholders across the state and played a key role in the operations for nine state-run facilities, including public safety initiatives, security protocols and practices, mental health care and treatment, education services and reentry programs. Jeff also has extensive experience addressing personnel and operations challenges across a correctional system.</p>
<p>Jeff is a firm believer that while offenders are serving their time in prison, the department and staff should be working hard to equip offenders with the resources and skills they need to be successful upon their reentry to their community. With that in mind, he has made improving reentry services and workforce readiness among inmates one of his top priorities.</p>
<p>Jeff and his wife Cheryl have been married for 40 years. They have three grown sons, David, Daniel and Andrew.</p>

<p style="text-align: left; ">Mary Stafford leads the team of professionals serving victims of crimes committed by people currently under the supervision of the Kansas Department of Corrections. Secretary Jeff Zmuda named Stafford as the Director of Victim Services in September 2023.</p>
<p style="text-align: left; ">Stafford brings 14 years of experience in domestic and sexual violence advocacy, prevention, and education to the position of Director of Victim Services. She has served in multiple domestic violence agencies, advisory boards, and advocacy efforts across Kansas. Most recently, Stafford worked with  the Office of Victim Service's intervention programming for people under KDOC supervision who have caused harm.</p>
<p style="text-align: left; ">Stafford holds both a  bachelor’s and a master's degree in social work from Wichita State University.</p>

<p>Andrea Allen was named director of the KDOC's Northern Parole Region in August 2016.</p>
<p>Allen began her service with the State of Kansas in 1998 as a psychiatric security specialist for Kansas' Sexual Predator Treatment Program. Since that time, Allen has served at Topeka Correctional Facility as a corrections counselor, a reentry counselor, a mentoring coordinator, a contract substance abuse provider and most recently as a corrections manager II. In 2015, Allen completed the National Institute of Corrections Leadership Training Program. She also has served on several statewide committees including the Mental Health Task Force and the Corrections Care Coalition.</p>

Those residents that will be discussed are scheduled for Parole Eligibility Hearings in June, with possible release in July.

<h3>The Prisoner Review Board hereby announces the schedule of public comment sessions to be held in April<strong> 2026 via Zoom Webinar. </strong>  These specific comment sessions are held so that comments can be received from any interested citizens concerning residents who are entitled by law to a parole hearing during the month of <strong>May and June 2026.  </strong>The attached list shows the county of convictions, which is not necessarily the resident's home, nor the county to which the resident would return if granted parole. For May hearings If parole is granted, the earliest the resident could be released from incarceration would be in <strong>June 2026. </strong> For June hearings if parole is granted, the earliest the resident could be released from incarceration would be in <strong>July, 2026.</strong></h3>

Any citizen who would like to express comments on these residents, but is unable to attend one of the Public Comment Sessions, may send a letter to: KANSAS DEPARTMENT OF CORRECTIONS, <strong>PRISONER REVIEW BOARD;  714 SW JACKSON STREET, SUITE 300;  TOPEKA, KS 66603.</strong></p>
<p>Residents are required by law to receive a hearing when they become parole eligible. Parole eligibility is not necessarily the same as parole suitability. In determining parole suitability, the Parole Board considers the following ten areas: 1) crime; 2) prior criminal history; 3) program participation; 4) disciplinary record; 5) reports of physical/mental examinations; 6) comments received from the victim, the public and criminal justice officials; 7) prison capacity; 8) input from staff where offender is housed; 9) proportionality to sentence guidelines; and 10) risk factors revealed by any risk assessment.</p>

<p>These dashboards contain the most recent annual reports for the Kansas Department of Corrections.   On this site, you will see various tabs containing the different dashboards that are available.  To see more dashboards, use the navigation arrow(s) in the upper right-hand corner. </p>
