Juvenile Services Deputy Secretary Terri Williams to take new position outside KDOC
Director Randy Bowman named as replacement

Terri Williams, Deputy Secretary of the Division of Juvenile Services, will leave the KDOC on April 28 to take a position with the non-profit Community Solutions, Incorporated (CSI). Williams has headed the Juvenile Services division of KDOC for five years. She led the successful merger of the Juvenile Justice Authority and KDOC in the summer of 2013.

Randy Bowman, Juvenile Services Director of Community Based Services, will assume the role vacated by Williams, based on approval from the Governor’s Office. Bowman has worked in various capacities within state juvenile services since January 1998. He graduated with a criminal justice degree from Washburn University in 1993.

“We greatly appreciate the guidance and vision Terri has provided through a crucial period of transition in juvenile services,” KDOC Secretary Joe Norwood said. “She has left a legacy that will last long after her departure. She laid a foundation for effective service which will improve outcomes for juvenile offenders and by doing so improve public safety.”

Early in her tenure, Williams guided reforms of the juvenile correctional facilities, and in recent years has been instrumental in reforms of the entire juvenile justice system, culminating in landmark legislation passed in 2016.

Williams will serve as Chief Development Officer at CSI, which provides community-based services for child welfare, juvenile justice and criminal populations on a national scale.

“The years spent working for KDOC have been some of the most rewarding of my career – both professionally and personally,” Williams said. “I have been fortunate to work with some incredibly dedicated, intelligent and caring staff, and I am so grateful for the opportunities that have been afforded me during my tenure. I am very proud of the work that has been collectively achieved in juvenile justice over the last 5 years, and am confident that Randy, the juvenile services team, and our stakeholders will continue to raise the bar even higher.”
