Billinger recently received the Executive Director’s Award for 2017 from the Interstate Commission for Adult Offender Supervision (ICAOS). Billinger met with Kansas Lt. Gov. Jeff Colyer to be recognized for his service.

The ICAOS ensures that all states follow the same rules and effectively apply supervision standards in cases where their jurisdictions cross. In his role as the head of KDOC’s Interstate Compact division, Billinger oversees about 3,300 cases, which includes Kansas residents sentenced in other states, and those sentenced in our state, living outside of Kansas.

“Proper supervision of offenders is essential to public safety,” Lt. Gov. Colyer said. “We congratulate Matt on his award and are proud to have him as part of our team at the Kansas Department of Corrections.”

Deputy Secretary of Community and Field Services Hope Cooper said that Billinger participates in various national boards and workgroups and trains colleagues from other states. In Kansas, he provides training to all supervision agents, including judges and attorneys across the state regarding the rules of interstate compact.

Billinger coordinated efforts with the National ICAOS Office and KDOC Victim Services to be involved with the implementation and testing of the Victims’ Notification website – IVINS – and is the project lead for the FBI’s National Crime Information Center (NCIC) modification for entering warrants into the national system. Increasing the awareness of the interstate compact effect on the extradition of offenders that have violated their supervision.

“Kansas is really fortunate to have someone who is as knowledgeable and respected as Matt in this position,” said Cooper. “Matt has devoted time and energy to assist with training on the interstate rules and policies, mentor others in his field, participate in commission meetings and ensure compliance with national performance standards.”
